SPENCER W. FOLAU...Go to your history or political science books and you will find a "Centralized Planning Government", associated with communism governments. PM of Tonga forced-consolidates all governing powers under himself like a dictator, and wants all departments to march locked-step to his commands. Everyone is a "yes" man/woman, and they all go out and coerce everyone else to speak, sings, thinks, sleeps, and eats his propaganda. He fires those who have brains, and hires "no-brainers".

The board (name I do not have a clue) is a group of potungaue [departments] owned and control by the Tongan government. Each department has a Chief Executive Officer or the head of the department. Not all the departments are members of the board but sitting at the head of the board is the Prime Minister(PM). The PM also assign the head of the potungaue
