Why test the people who are capable of doing their work . Test the ones at the TOP who are doing all they can to look intelligent whilst endeavouring to extricate themselves out of the quagmire of incompetence, selfishness , nepotism , and the list goes on you name it they have done it . The policy is a good one and should apply to all irrespective of rank or title . and who is doing the assessment ?
